Jacks or Better

I am not very familiar with Video Poker but from what I've heard, this is the common form of the game. What does it mean when it is said that the lowest winning hand is a pair of Jacks?

It means if you have two jacks its possible to win, as long as you beat the dealer

Wouldn't two 10's be the same, and even lower because they are not face cards? They have the same numeric value. I've never played video poker, but value's are value's, aren't they?

I have never played this game before, but I think common sense would dictate that the cards have the same value that they do in regular poker, or am I wrong?

Because 10 is not a big pair, so you need at least J pair.
